Article 1 – Generalities

The Very Short Movies Festival (Le Festival des Très Courts) is organized by Très d’Esprit and Nanosphère Productions (France). The purpose of the festival is to promote internationally the movies shorter than 3 minutes.

In Romania and Republic of Moldova the organizer is the French Cultural Centre from Cluj-Napoca, an institution of the French Embassy in Romania, residing in Cluj-Napoca, str. I.C. Bratianu, no. 22. The French Cultural Center coordinates the participation of Romania, Hungary and Republic of Moldova at the 12th edition of the Very Short Movies Festival (Festival des Très Courts).

 

The International Very Short Movies Festival (Festival des Très Courts)

In May, 50 movies selected from the entire world will be projected at the same time in about 25 cities in Romania and 60 cities all over the world In each one of them the spectators will vote for the international audience prize.

The Very Short Movies Festival gathers the people from different areas of the world at the same time, under an identical international program, thus becoming a unifying and unique event.

A unique opportunity to promote local audio-visual creations

We take advantage of the festival's impact to show, apart from the movies of the identical and official international competition, a programme named “Around the Très Courts” that contains around 15 short films made in Romania.

Encouraging and promoting these productions is a priority of the festival: the call for applications is launched in the entire country. In every city, the spectators vote for the Audience Prize. All genres are represented: fiction, animations, synthesis images, documentary, movies made with the cell phone. A single rule is to be obeyed: the duration.

 

Invitation to participate

The call for participation was launched in Romania and Republic of Moldova. Every producer can deliver or send by post his or her movies at the French Cultural Centre in Cluj  -Napoca (see “contact”).  

The French Cultural Centre from Cluj-Napoca, coordinator of the Very Short Movies Festival in Romania and Republic of Moldova, shall collect the registration forms and the movies from the film makers. The movies can also be sent to the local organisers in every city, along with the registration form.

 

Article 2 – When and where is the Very Short Movies Festival is taking place in Romania?

The 12th edition of the Very Short Movies Festival will take place between 7-9 may 2010. Projections can be organized until 21 June 2010. In Romania, Hungary and Republic of Moldova, the festival is taking place in several cities; the list is now being defined and can be accessed in the  Towns section of the website. If any problems are encountered, the French Cultural Centre, the coordinator of the Very Short Movies Festival in Romania, Hungary and Republic of Moldova, has the right to cancel or to modify the place and the date of the event.

 

Article 3 – Conditions to participate in the national selection

Any person or group of persons, no matter the citizenship, can submit films in the national selection of the Very Short Films Festival. Each  participant must fill in the registration form that implies the acceptance of the herein rule book.

A producer can sumbim several movies in the festival. These movies may all be included on the same DVD, but a registration form must be filled in for each film. The DVDs will not  be returned to the filmmakers.

 

Article 4 – Registration deadline

The deadline for delivering the films is 15 March 2009.

 

Article 5 – Technical aspects

The creations must respect the following conditions:

-maximum duration of the movie: 3 minutes (without the title and the generic);

The movies must have the following technical characteristics to guarantee an optimal quality of the image:

 

Standard video DVD, PAL

Video: 720x576,  MPEG-2, PAL

Audio: PCM 48kHz, 16bit, stereo / AAC Dolby Digital Stereo / MPEG-1, Layer II, 48kHz, 16bit, stereo

Post-processing sound: normalization 0db.

Article 6 – Other criteria

The creations must respect the following conditions:

- every filmmaker is responsible for the content of the movie he/she presents;

- every filmmaker must obtain the legal rights to broadcast his/her movie and he/she must guarantee that his/her movie is not a copy or a plagiarism of any existing creation;

- every filmmaker must obtain the legal rights to broadcast the film's soundtrack; otherwise, the filmmaker takes full responsibility for any litigation that may arrise.

- all genres are allowed: fiction, documentary, animation, experimental movis, ..

- there are no constraints in what the language of the film is concerned  (it can also be silent). Nonetheless, because the audience will be formed in majority of Romanian speakers, please subtitle in Romanian any film that is in another language;

- all subjects are allowed, except for those that contain racist and xenophobic messages, religious propaganda or that can be considered offensive to certain groups of people.

Article 7 – Selection

Final selection

The movies will be collected at Cluj-Napoca. A jury will make the final selection. It will be made up of film professionals,  film professors from Romanian film universities  journalists, representatives from the local organisers of some participating cities, a representative of Orange – the sponsor of the festival, a representative of the audio-visual service of the French Embassy in Romania, a representative of BRD (Romanian Bank for Development) – sponsor of the festival in Cluj-Napoca. For this selection key-persons from abroad can be called up.        

The decisions of the jury are final.

 The movies selected at the national level will make up the programme “Around the Très Courts” and will be projected in the participating cities in Romania.

 

Article 8 – Prizes

The following prizes will be given:

  -   The Great prize of the jury

  -   The Great prize of the audience

The nature of the prises will be announced at a later date. The prizes are offered by Orange Romania.

Every winner shall benefit from media promotion and from promotion in the professional cinema environment. His/Her creation will also be broadcasted on selected Romanian local or national TV stations. Every winner will sign a convention with the French Cultural Centre in Cluj-Napoca, the coordinator of the Very Short Movies Festival in Romania/Hungary/Republic of Moldova, contaiining the rights and the obligations of each party.

Article 9 - Rights 

One of the aims of the festival and of the organisers is promoting young Romanian filmmakers at a local, national and international level.  So, the filmmakers are asked to temporarily give up their broadcasting rights.

 

9.1 The projection of the movies in Romania and Republic Moldova

The participant offers freely to the French Cultural Centre in Cluj-Napoca the right to broadcast the selected movies during some public projections in the participating cities in Romania , Hungary and Republic Moldova, as follows:

 

-April 10 – June 21, 2010 (the period when the Very Short Movies Festival and the TIFF Festival are taking place)

-September 30 – November 30, 2010 (when the very short movies workshop is taking place at Cluj-Napoca)

 

Outside these periods, the broadcasting  rights shall be negotiated between the filmmaker and the organiser.

 

9.2 TV promotion of the festival in Romania, Hungary and Republic of Moldova

Between April 10 and June 21, 2010, the participant freely offers to the French Cultural Centre in Cluj-Napoca the right to broadcast his/her creations on the Romanian TV.  The coordinator of the Very Short Films Festival in Romania, Hungary and Republic Moldova. The aim is to promote the festival and also the filmmaker. This right is limited to 6 broadcasts/ TV station. The organiser shall inform the filmmaker of every broadcast. 

Outside these periods, the broadcasting rights shall be negotiated between the producer, the organiser and the TV station.

 

9.3 Internet broadcast

Between April 10 and June 21, 2010, the participant freely offers to the French Cultural Centre in Cluj-Napocathe the right to broadcast his/her movies participating in the festival on the following websites:

 

-the website of the Very Short Films Festival in Romania

-the websites of the French Cultural Centres from Cluj-Napoca, Iasi and Timisoara

-the website of the French Embassy in Romania

-the website of the French Embassy in Republic Moldova

-the website of the French Alliance from Brasov, Pitesti, Ploiesti

 

This is to ensure the promotion of the filmmaker, of the festival and of other cinema events organised by the French cultural centres and their partners. The organiser shall inform the filmmaker  regarding the online broadcast of his/her movie.

 

Outside the above-mentioned periods, broadcasting rights shall be negotiated between the filmmaker, the organiser and the owners of the websites.

 

9.4 General promotion of the festival in Romania, Hungary and Republic of Moldova

The filmmaker offers the right to reproduce sequences of less than 1 minute of hi/her films to the French Cultural Centre in Cluj-Napoca, in order for them to be broadcasted in the media, on TV and on the internet between April 10 and Mai 10, 2010.

 

9.5 The usage of the movies by Orange, main sponsor of the festival in Romania

The producer gives up to the French Cultural Centre from Cluj-Napoca, coordinator of the Very Short Films Festival in Romania, Hungary and Republic Moldova the right to give up to the main sponsor of the festival, Orange Romania, the right to use the film between April 10 2010 – June 30, 2011 for promotional purposes and under the condition that the name of the producer is mentioned.

Article 10 – Promotion of the selected movies and of the filmmakers

One of the aims of the festival and of the organisers is to promote young Romanian filmmakers at a national and international level.

10.1 Media promotion

Every winner shall benefit from press promotion and from the promotion in the professional cinema environment. Also, his/her film shall be broadcasted on selected local or national Romanian  TV channels.

 

10.2 Presentation at the world selection

A selection of the best Romanian  films will be proposed at the international selection of the Very Short Films Festival 2011 in Paris. The producers will be informed regarding this selection.

 

10.3 Catalogue promotion

The selected movies may appear into a Very Short Movies Catalogue destined for professionals and they can be viewed by accredited persons. The interested professionals can ask for information about the producers.

Arti – Litigation

All possible disputes between the parties resulting from the rule book shall be sorted out amicably by the parties. If the parties do not agree, the court residing in the city of the defendant will be the competent arbitration authority.
